In 2007, Snowden went on his first post abroad working with diplomatic cover in Geneva. He worked as a maintainer for the CIA computer network. One day, his boss summoned him to ask about his hacking to the Human Resource site of the CIA. His boss claimed that Snowden was "out of the wheel" while Snowden just wanted to prove that there are flaws in the system. As a result, Snowden got a hole in his profile. From the Act Utilitarian Perspective, Snowden did nothing wrong. He broke the system and found a way to prevent it from being hacked. The consequence of his action gained great benefits to the CIA so it's the right thing to do.
The Japanese didn't aware that the live drone program ,which were shared with the USA, is used to put malware into their system. It collects data in hospital, water, electricity. The idea is "when the day that Japan is against us, we will make them light out". It's not about terrorism, terrorism is just an excuse, this is about economic and social control. From Kantian point of view, they did nothing wrong. They never promised to the Japanese that the program doesn't collect their data. The Japanese should review the program carefully before reaching an agreement with the USA.
